The company, however, has yet to determine pricing and availability details, a Samsung spokesman said.
He also could not reveal the maximum storage capacity for the video files.
According to the company, the Samsung SCH-V310 will have an integrated 300,000 pixel digital camera, featuring a two-power zoom lens with nine settings.
"Mobile phones have come a long way from black and white displays to colour displays. Today, next-generation models have built-in cameras, and now built-in camcorders," said Samsung senior director Kim Jong-In.
"We believe the demand for camcorder phones will increase and account for 10 percent to 15 percent of the Korean mobile phone market by year-end," Kim said in a statement.
During CeBIT in Hannover, Germany last March, Samsung showcased the SGH-V100, which was to come equipped with a decoder chip for playing MPEG-4 streaming video. However, it is unclear if this model has ever hit retail shelves.
